Five Questions for the Age of Artificial Cognition: Generative AI, the Learning Ladder, and the Workforce of the Future

Generative AI is reshaping work faster than organisations are reshaping the roles that grow their future leaders. This whitepaper argues that the most consequential risk of GenAI is not job destruction but the quieter erosion of the developmental conditions under which jobs produce capable humans. When the tasks that once formed the novice stage of a career are automated, the rungs of the learning ladder are removed.

Based on Daragh O Brien’s acclaimed 2025 industry conference keynote on human factors in AI adoption and drawing on a converging 2024–2026 evidence base spanning cognitive psychology, neuroscience, labour economics, and organisational behaviour, the paper shows that GenAI’s short-term productivity gains are concentrated at the entry level and coincide with measurable declines in critical thinking, memory formation, engagement, and unaided professional capability.

The paper frames five questions every leader and policymaker should answer: What skills do you use today to do your job? What roles helped you develop them? What elements of those roles are you proposing to automate with AI? How will your successor in five or ten years’ time have developed the skills you now rely on? And the only question that ultimately matters: what are you going to do about it now?

It closes with a five-action agenda grounded in the original Luddite posture of targeted, legally-engaged, reformist intervention — reclaiming regulation as an innovation-forcing function rather than an obstacle.

The downside of investing in human capability alongside GenAI is limited. The downside of not investing is systemic. That asymmetry is the thesis.
